Patrick Moran is the proud President of AFSCME Maryland Council 3, representing 50,000 public service workers across Maryland. At AFSCME’s 46th International Convention, Patrick was elected to serve as the AFSCME International Vice President for the Capital District, encompassing Maryland, the District of Columbia, and Virginia.  

Patrick joined AFSCME in 2002, working with members all over the country to build AFSCME before settling in Maryland. In 2012, AFSCME Council 3 members elected Patrick to lead our union in Maryland.  

As the council president, Patrick has led our union through some of the most challenging times in AFSCME’s history. He has consistently grown the council’s membership, winning organizing campaigns across the state and strengthening the council’s current ranks. 

In 2022, Patrick led the successful unification of AFSCME Council 67 and AFSCME Council 3 to build a unified council for all of Maryland. As a united AFSCME Maryland, the council has negotiated groundbreaking contracts, passed historic legislation, and organized over 6,000 new workers into our union in just the last two years alone.  

Patrick has been recognized multiple times by the Maryland Daily Record's Power 100, an annual list of the one hundred most powerful people in Annapolis, Maryland's state capital.
